Opinions On Partial Grills

Even though it can be considered a partial grill, the hard stops up and down are obvious, and can be seen equally well on the front. They measure out to a perfect 10mm, in which case it would be an "I" grill.
Lengthwise gets trickier. It's hard to tell from photos but with the naked eye the stop can be seen at 8.5mm.
If it did reach the length of an H grill at 12mm, it would go way off the stamp. (Would that be irregular? I'm not sure)
Just hoping to get people's opinions on partial grills, as well as this piece in particular.

Also, is the 183 shown in the first picture a Chicago precancel?

When measuring grills, it is far better to count the rows and columns than to measure the area of the visible grill. In the former case an identification can usually be made even if the grill is incomplete; in the latter case not so much.

I see, thank you for the response Dudley. I figured it may be situational as well. For example, since the ends of the grill usually look more pronounced, in a case where points are missing, or there's another grill overlapping the other, it seems plausible to locate the ends first, then try to count out the unseen bumps in the middle.

A grill is always going to have consistently-sized bumps in the middle, so if you have a partial grill that shows the ends, you would still be able to get an accurate count because you can trust that the bumps follow a consistent grid.

Pretend it's a watermark and dip it in fluid; that will bring up more of the grill.

I ask because some websites claim that "partial grills will be valued by the least valuable type of the series".
But in the cases where even though a partial grill technically exists, one could still come to a logical conclusion based on what's mentioned above.
In my opinion, it should still get certified correctly if logic is applied rather than some immalleable principle on not being able to see every single point.

Revcollector - It definitely doesn't hurt the stamp or it's color at all, right? I feel somewhat guilty doing it despite the general consensus.
