We're going to need a much better picture. You're going to have to take it out of the stockbook, use a flatbed scanner, etc. A washed out picture isn't going to help anyone read the plate number.

Start with plate 1a.

Edit: it looks very worn, that is typical for 1a. But it is not 1a.

It looks like plate 3.

Penny Blacks had no plate number to read. Those were the Penny Reds with corner letters in all four corners.

It may be someone tried to remove the Maltese Cross cancel. Otherwise, this is from a very worn plate. The washed-out Maltese Cross could explain the worn look of the printing.
