Well, the image looks like the Great Wall, but I've scoured my 2023 Scott Classic and my 2016 Scott Catalogue, and can't place this one, with or without the overprint.

Any help would be greatly appreciated! Is it a revenue?

Did you look at ebay? I saw this stamp, with and without overprint, described as China 1920 Great Wall Revenue 10˘

The base stamp 10c vermilion is from 1913
The overprint 1919

Rod, are there several issuing dates for this stamp?
Because at least two dealers noted 1920 as issuing date, others offered 1912, 1913, 1916.

"The first design that was put into general usage in 1912 was the Great Wall design,printed and used by the Republican Government for five values : 1˘ , 2˘ , 10˘ ,50˘ and 1$.
The basic design was used through the 1920's with many new and touched up dies at many printing locations.This led to many minor printing variations and color shades"

Go with Vayolene's advice.
I have 1913 as the earliest date, then 1916
I believe the right hand character in the circle, identifies varieties
One has Chinese bureau of engraving and printing
another Bureau of engraving and printing, Peking China

Sadly the link I had for Chinese revenues has disappeared a few year ago.

Chinese Revenues are a HUGE discipline, esp with the Myriads of overprints / surcharges.

The black printing is likely a municipal or regional overprint/surcharge and makes it something other than the basic stamp.

Still some good information in it, but it is basic.

On page 4:
