Not a specialist here, my observations

The OP Original Poster's stamp is a "National Issue"
The revenues used for any matter of Consulate matters (speculation)
Visas etc, the marks ergo could be anything.

In 1907 these stamps could be surcharged in the currency in which the consulate is located.
Exists
France
Germany
Great Britain
Persia
Russia
United States of America
Bulgaria (But they used a very different revenue stamp)

I was mostly teasing, as the i.d. was typically SCF-efficient, but, there was more to puzzle out. I'm not sure it's answerable, but maybe it is?
