1922 Series Franklin I Cant Figure Out

The stamp I am looking at is a 1922 series Franklin.
I My measurements say the stamp is 19x22 +- a 1/4.
I am using Stamp Smarter (link below) and a 2018 SC catalog and can't find a stamp with these measurements in a perf 11x11 booklet stamp. Anyone have an idea what I am looking at?

Forget the measurements, the tolerances are too tight, and you are not going to be able accurately measure the design size.

You can make a template (helps with flat plate vs. rotatory and booklet stamp) using method described here

Forget trying to measure the design. It is a fool's errand. You have a common booklet stamp.

After reading your comments I went back and re-read the web site and saw it says 18.5-19 X 22 and not 18.5 X 22. With that in mind I tested for rotary vs flat and it is flat so it must be a 552.

A straight edge along a cutting line as shown on this stamp on the left side usually indicates a flat plate stamp.
