But wouldn't new stamps just put you in the same place?

It depends on the security measures you put in place. With the new UK Machins, supposedly, they read the bar codes and after so many of the same code go through, they start to kick them out of the system. That at least slows down the counterfeiting. Of course, it depends on why the counterfeiter is doing it. If they're just trying to make a buck, they don't care if the stamps go through the system at all. They already have their money. If they're trying to destabilize the postal system, as the current batch of Chinese counterfeiters are, then they'd at least be deterred from printing the same codes en masse and selling them off.

That is where the USPS should start. You can generate some big headlines with a raid on a store that is selling counterfeits. It will only take a couple before everyone else stops selling them.

I doubt it. You can still find tons of stupid people willing to sell drugs. If they think they can get easy money, they'll keep doing it no matter what the danger.

While they put them in jail, they can catch all the phone spammers. In this case, the USPS makes it way too easy. It is like leaving your car unlocked and leaving your wallet, guns, etc. in the car. Around it is theft of catalytic converters.
