A couple period examples... these are not easy to find.

Spot checking through my extra stock, vertical commemoratives do trend with cancels on the upper part of the stamp.

I assume, rightly or wrongly, that the PF checked the cancel ink.

The cancel position does not seem out of the ordinary compared to a number of other certified examples. Some are more to the top but a number are centered.
