Cjd, this is now identified to my satisfaction. Rod was right about the shade, definitely a red rather than rose, so a 23 and looks under magnification like type 2.

Agree, that's what I would go for, Type 2

I'd love to know what the necklace is around the central vignette
Right hand side seems to be Oak Leaves
Left hand, I think I see fish
(After all it is a river Port)

The coat of arms of Kotelnich was approved on May 28, 1781, along with other coats of arms of the Vyatka governorship

In the upper part of the shield is the coat of arms of Vyatka, in the lower part "in a green field a golden cauldron, meaning the name of this city."

The author of the coat of arms is the king of arms Volkov.

Used materials of articles by O. Revo in the journal "Science and Life" No. 8, 1978


In 1859, a draft coat of arms of Kotelnich was developed: "In a green field, a silver cauldron with the same handles. In the free part, the coat of arms of the Vyatka province. The shield is crowned with a silver tower crown and surrounded by golden ears connected by an Alexander ribbon."

Materials from the archive of V. Markov were used, the drawing of the coat of arms was restored according to the KEMZ badge

Just to run out the ground ball* for future searchers, Zagorsky 2017 has nothing additional to offer for this issue.

Has to be color changeling. I checked Schmidt (Catalog numbers 21,23,25,27) and Old Louis sales records and couldn't find anything near the OP's stamp color.

Whenever I can't fit something to the catalogue, and I see an aniline option, that's my first suspect. Rightly or wrongly.
