Is this 3 Kop.,from 1889 issue with missing underprint. It looks to me tath the horizontal lines at the center and the background tath can be usually viewed there are not visible at this stamp.

I think I vaguely see a pattern in the white background to the arms.

Certainly not visible from the poor scan.
Images MUST be clearer, for accurate appraisal.

Who knows? you may have a known flaw ("O" of KOP) broken at top and bottom
But who can tell from such an image.

Post - Are you sure that your stamp is not on laid paper (1902-5 issue)? The background can be very faint on those.

As others have said, your pics need to be much clearer and closer to be of any use.

I'm sorry for the poor quality of the image,but even after so many years of using a computer l can't still get use with it. Making clear images is also not I tink I'm very good at. The picture is made very long time ago. I would have to search for the stamp and try to make a better images.

Looking at it from our point of view,
Collectors come seeking advice with poor images
can be frustrating.
We often give out advice, which is the best in the circumstances.

The collector may go away and use that advice for whatever means
That advice can be defective or even, distinctly incorrect.
(Rubbish in / rubbish out)

How hard can it be? even an iphone image taken correctly, can give a passable
image.

I am coming to the conclusion, the best for me, is just to
avoid answering any post with poor or out of focus image.
