So.... I have this envelope containing about 20 large negatives...16.5 cents postage from Sleepy Eye MN to Bonilla SD with a notation of COD charge of $2.19 with .05 cent charge for M.O. and a total of $2.24.
My question: The COD fee and M.O. fee only cover payment for the CONTENTS (Negatives) enclosed in the cover and NOT actual postage?

Not my area of collecting, Just loved the town name.

The city is named after a famed local Dakota chief from the 1800s.

Well that's cool trivia!!! Chief Sleepy Eye....Dakota Sioux? Interesting Chieftain...

Bonilla lost its Post Office in 1973. Now unincorporated...google earth shows about 9 residences and 1 church.

The sender pays a COD fee in addition to postage with the total paid in some manner of postage, stamps, meters, free frank, permit or a combination.

The sender states how much to collect which can be for any charges, items, postage, COD fee, interest, late fee, what ever they want. Of course the addressee has a right to refuse the item at which time the sender must just pay return postage only no other fees.

Address then pays the amount demanded plus a proper money order fee determined by how much is remitted. The M.O. being returned to the sender under a penalty envelope the cost of which was embedded in the sender's COD fee paid.

Other charges can also be assessed and paid by the sender or recipient such as those associated with a COD change order (change delivery address, deliver and collect less or do so for free, or a per day storage fee (demurrage).

Edit: The sender of your item paid a COD fee of 12 cents (value < $10) and postage, third class, 4.5 cents, for over 4 and up to 6 ounces.

Rick2, I chuckled when I read your reply. You say back in 1929 and I was thinking 1929 was a late use when COD began 7-1-1913 with unchanged rules
except for the fee based values and changing M.O. fees. Even today, 2023, there are 11 fee steps for value from $0.01 to $1000.00 (Fee $9.60-$35.30) plus a single additional fee, $6.35, for restricted delivery.

Edit for comma and this statement:

The adoption of Parcel Post was, in my view, one of the greatest changes in mail service. It was the start of bringing the weight limit for mail to 70 lbs from 4, started Insurance for mail, started COD and the 8 zones plus local used for packages, registration, air parcel post, priority mail, express mail. After over 100 years a 9th zone was extracted from the 8th. It also started the requirement for a sender's address (AKA return address).
