Sorry, if wrong forum. Just wondering what was the purpose of this card.... for postal stationary use or just made up for collectors? Can't find any info from my usual Third Reich resources.

I guess, it is an invitation to the ceremony of taking office of the athorities (general governors) of the occupied Polish lands in Crakow.

The literal translation is "Appointment of the Governor General for the occupied Polish territories". So it would appear that it is a souvenir collectable card for the attendees or for the 7 Nov. 1939 occasion.
