It does not seem unreasonable to expect posters on a US stamp forum to communicate in understandable English. If I go on a Russian or Chinese stamp forum the language used will likely be the native tongue. Sure, I can post away in English (and it is a very universal language) but it could severely limit the effectiveness of my communication and limit the responses. I would not attempt the native tongues because I am not fluent in Russian or Chinese. I have to accept that and stick to what works even when the best info may very well be obtained from a Russian forum.
I don't think that anyone is picking on anyone. I would say that if you are from another Country, don't lie about your location and people may be more understanding.
PS: English may not be a legislated language, but EVERYTHING printed and written by the government is in English with accommodations for other languages where applicable because we are NICE. Plus, it makes IRS documents more understandable so that EVERYONE can participate in funding Washington.
