This stamp is perf 11, so it s from 1917. It appears to be somewhat faded from this scan, so telling the actual shade is pretty much impossible this way.

It is a "changeling" damaged by environmental conditions. What watermark does it have, or is there no watermark?

Approximate Value

Due to fading and other flaws noted in the photo, some slight fraction of the Scott minimum price of $0.25 likely about 1-2 cents, if that.

The stamp under the ruler is clearly different from the stamp originally posted. Anyone on this board will be able to see that.

I suggest you get a perf gauge instead of trying this. The stamp is still perf 11.

Why are you using a ruler instead of a perforation gauge?

There is still 11 12 holes in 2 cm of ruler, so perf 11. So Perf 12.

Gentlemen, the stamp is perf 12. Period. Whether one believes the ruler or uses other methods.

Beg your collective pardons, I miscounted the punctures. Perf 12 it is.

It also bears out mathematically, 13 teeth in 21.5mm of design length
= Perf 12.09

Well then it's either J30, J32, J39, or J46. Have you watermarked the stamp?
On J30 you'll need to see if it fluoresces which it will with long or short or long wavelength ultraviolet light.

J30

J32

J39

J46

My quote above was base upon being perf 11. Now as a perf 12 it shoul;d read, "Due to fading and other flaws noted in the photo, some slight fraction of the Scott used price."

The line of ink makes the item used.

I prefer to say, "only some 'on this board will be able to see that' the stamp was rotated 90 degrees.
