This cover (in poor condition) carries one 2C #210 on front and ten 1C #206. It has the original contents and it weighs only 0.3 ounces. Peary to Madison is about 27 miles. From this, I am assuming that the block of 10 #206 were not part of the original franking or am I missing something?
Don

Possible a poorly marked registered cover.

There is what looks like a "9/7" on the front which might indicate this is registered letter #9 enclosed in Registered package envelope #7.

Registered letter numbers would restart at #1 at the beginning of each quarter, so this was mailed five days into the quarter (July 5).

Hi Don,

Yep, it make sense it was a registered letter -two cents first class, 10 cents registration fee. The numbering of both a registered cover and the RPE it would be sent in all restarted with 1 July 1. Looks registered to me, too. Not common but not rare to see a smallish PO mess up marking a registered item.

I debated with myself on which to put in title (for future searchability); but decided to put what is actually in the cancel itself (Peary).

I would be inclined to have a longer title to capture both facets and a spelled-out state name. Perhaps along the lines of:
