This cover (in poor condition) carries one 2C #210 on front and ten 1C #206. It has the original contents and it weighs only 0.3 ounces. Peary to Madison is about 27 miles. From this, I am assuming that the block of 10 #206 were not part of the original franking or am I missing something? Don
Yep, it make sense it was a registered letter -two cents first class, 10 cents registration fee. The numbering of both a registered cover and the RPE it would be sent in all restarted with 1 July 1. Looks registered to me, too. Not common but not rare to see a smallish PO mess up marking a registered item.
I would be inclined to have a longer title to capture both facets and a spelled-out state name. Perhaps along the lines of: 1886 Perry Florida Postmaster Cancel. Typographic error as Peary
