I have added above the announcement versions I have rodgcam. As you can, see the ones I have do not show a specific purpose (service specific issue) mentioned for any of the stamps, including the 60 cent.
When you can find time, I would welcome the USPS Publicity Announce specifying that the 60 cent was issued for specific use on Certificate of Mailing which require a 60 cent fee. That is a significant piece of information as the USPS, and USPOD before it, have not previously issued stamps whose announced intended use was for Certificates of Mailing fees.
rogdcam, I'm not sure why you let a bee get under your bonnet on this one. I normally find your posts more illuminating. The OP's lack of posting with images certainly created to my confusion. As I specialize primarily in US Airmail and aviation-themed topicals, I was unaware of this 60c submarine stamp. Having gotten things straightened out on that, I can certainly see why one might presume that the 60c stamp was intend for a certificate of mailing, though the 60c "airmail" stamp would pay for that service just as well. But I think ppg has a point, too.
That bee turned out to be a big old wasp. Ouch. I was ticked off because when you think that you are providing some quick info it becomes a science project. Some simple things are just simple and nothing more. The info I found I cannot find again and I obviously did not bookmark it which is annoying.
Anyway, of course the 60 cents stamps can be used for whatever you wish in reality. You could use one to overpay for mailing a first class letter if that is what you wanted to do. But the USPS did not print them for such a purpose and even went to the trouble of printing a 60 cent airmail stamp.
I am done in this topic but will keep looking for what I lost as time permits.
Thanks to everyone for their comments to my original post and for the interesting links that were posted. I grabbed my 10x magnifier and even found the microprinting on the 33-cent stamp I had!
These submarine booklet stamps can be hard to find used on cover paying a correct rate. Just to add some flavor to this thread, the below cover sold last week for $56.56 on ebay with four bidders chasing the item which opened at $0.50.
