Had some steel Fiskars shears that worked well, but are worn out/loose and am not getting solid 90 degree cuts.

Curious what everyone is using/works well?

I use a good quality paper cutter; I recommend one that has replaceable and/or sharpen-able cutter blade since a sharp blade reduces issues.

I use a Showgard cutter ,it fits in the palm of your hand ---a mini -cutting board .

I use a Fiskars paper cutter (they call them trimmers), which work really well, and allow me to always make a straight cut (which I'm not always good at with scissors. The Fiskar blades are replaceable.

Craft shops (Jo-Ann's, Michael's) and many office supply shops carry Fiskars, and usually the replacement blades.

I use the same Showgard Orthomatic Cutter I've had for 25 years or longer. The blade is still sharp and has cleanly cut thousands of mounts. For larger mounts, I use a Cricut Portable Trimmer.

I had a Hawid like that for many years until it broke, another collector gave it to me who also had it for many years. Now I have these three.

This one works well for me. Cuts mounts up to 180mm (7 inches), and has a self-sharpening blade.
