#494 Type I, Type II, And Type ?

In the process of moving stamps from stockbooks to my new album, I came across these three stamps.

The one on the left was labeled #494 Type I.
The one in the middle was labeled #494 Type II
The one on the right was labeled #494 Type ??

Would appreciate any assistance in helping me identify the third stamp.
