That appears - to me at least - to be a cut-out from a stamp book - placed into another stamp book. This is where you would place the stamp for "New South Wales 2d" if you owned the stamp. That is unfortunately not a stamp.
UPDATE: I believe that is a place holder for Australia - New South Wales Queen Victoria 1897 Scott Catalogue #99
