The label was affixed to postal items requiring special delivery. The label appears to be bilingual French/English. This would point at Canada. Did Canada have a General Post Office (GPO). The c43 code might be a reference to the year the label was printed, or introduced. The reference code, however, looks different from that used by Canada.

OP's label is PS Label 57 Stamp Smarter Label is POD Label 57 Judging by the code at the bottom, the OP's label is a later printing (dash 2 at the end).
