The label was affixed to postal items requiring special delivery. The label appears to be bilingual French/English. This would point at Canada.
Did Canada have a General Post Office (GPO).
The c43 code might be a reference to the year the label was printed, or introduced.
The reference code, however, looks different from that used by Canada.

Label distributed to the public and used by clerks the US Post Office Department
GPO = Government Printing Office
The long string of numbers being the order details.
Created in 1958 replacing form 2977 (reference: Postal Bulletin of April 24, 1958):

And in use at least into 1975.

OP's label is PS Label 57
Stamp Smarter Label is POD Label 57
Judging by the code at the bottom, the OP's label is a later printing (dash 2 at the end).

Of course POD Label 57 transitioned into PS Label 57. (Note that the "PS" prefix was being phased-in BEFORE the July 1, 1971 USPOD to USPS change.)

Although not really intended for domestic use, here is a cover with "PS Label 57" used from Alaska in 1976, conveniently tied on the back side!
