i agree, at minimum it has a pulled perf at top left making it a damaged item regardless of any
other issues. |

Is the back a different stamp? The missing perf on upper left seems to have reappeared. |

I think the black postmark on the perfs, together with the black background, only gives the appearance of a pulled perf. In reality, the perf (covered in black ink) was always there. |

All of that said, there is a completely missing perf at LR. Definitely also looks like the left side perfs were manipulated with a sharp instrument. |
