The stamp is overprinted and perfection was not that important to the issuing authority. You will find the placement of the overprint in all sorts of positions. After all, stamps are utilitarian in nature and while some level of quality is desired they do not require currency type precision. Stamps are "one and done" with relatively low face value and currency experiences a long and tough life.

Not important. The "normal" for overprints is very generous; to be an EFO would require, let's say, only 1/2 the overprint to be visible (with the other 1/2 on a neighboring stamp). Your example isn't anything special, in fact it might be regarded by some collectors as a worse example of the type compared to the one vayolene shows, because of the poor centering.
