Were there certain rates for items like this or just first class and price all based on weight and distance? And/Or was the 3 cent postage due?

Might have been double weight third class as well.

Appears mailed without stamp and arrived postage due. Can't make out the entire marking under the stamp which includes "postage." As there seems no original postage paid, unlikely that the three cents was for forwarding to new recipient in the same town.
