Columbia Or Bolivia ?

I apologize for my words didn't make it to the picture post.

I've been told this is a Columbia stamp "#19". Obviously, that is not a Scotts number that fits. I've gone over both the Columbia and Bolivia Scotts catalog pages and can't locate it. Could anyone out there give me a clue?

I really wanted to solve this myself, but after 3 days I'm at a loss.

Below the portrait: United States of Colombia.

These were Antioquia, Bolívar, Boyacá, Cauca, Cundinamarca, Magdalena, Panamá, Santander y Tolima.
Bolivar was one of the states. Currently, it is a 'departamento' with capital Cartagena de Indias.

There is nothing that has any link with Bolivia.

Hint: under Colombia, look at the state of Bolívar, and then nr. 19.

I am not familiar with Scott, but most catalogues will have such states listed immediately after the country. Otherwise, look at the 'B' for Bolívar.

Well, that is new to me, but does make sense. My follow up question is : Under what "country" heading would I find this?

I was just adding that, see my previous reply.

Either under 'B' for Bolívar, or somewhere hidden at the beginning or end of Colombia.

Please, do not call it Columbia. That was a space shuttle. I know some Colombians. It makes them quite sad to be confused with a space shuttle.
