Does custom declaration usually include and replace the postage, in this case, a "postage paid" declaration?

There is most likely not a consensus yet on the philatelic terminology, but what is shown in the image of the initial post is how a combined address card and customs form (CN22) looks like when ordered and paid for online.

Bellow a similar item from Lithuania sent to Sweden - an ordinary letter within the EU, hence no customs declaration.

I had a colleague who, seriously, collected lip balms of a certain brand (actually depending on the country they are three brands). I bought her hundreds of them on my trips.
I once read about someone collecting his belly-button fluff.

People will collect anything.

@Rob Roy, what you see is what the postal services are planning for the future. Pre-paid will be replaced by "Paid online", which is instant. The customs declarations are only for shipments outside the economical zones. I guess very few are collecting them right now, since almost nobody realizes that the era of pre-paid postage stamps is coming to an end. My prediction is that a political demand will grow for a minimal pre-paid service to secure a basic infrastructure due to the increasing unrest, hostilities and wars around the world. But, we must get there first before we cross that river.
