The handwriting on this stamp makes me think this must represent a revenue usage of this stamp. Can anyone either confirm this or give an alternative explanation of this usage?
Yes, it's a fiscal use - like most GB and Commonwealth issues, these stamps fulfilled postal and fiscal functions, and cease to be "postage stamps" when used in the latter way.
