Is This Seattle Wash A Precancel Or Roller Cancel On This Scott 496 Line Pair?

On this Scott 496 coil line pair, there is a repeated column of SEATTLE WASH between bars. Is this a precancel or roller cancel?

Why guess? This is Type 162, a "City Type Coil" precancel as listed in the Precancel Society's "Town and Type Catalog".

Some of us just use experience in some cases. Not everyone has every catalog out there.
