I'm running through some recent buys and this one popped out.
For starters I'd like to know the country or state which issued it, looks vaguely India or somewhere further east, then approximate date of issue.

I hope it's somewhere unusual as I have a special are for them and I can add it to such wonderful places as Fernando Poo and La Guaira,
