As I'm looking at modern U.S. stamps when tagging starts appearing, I'm noticing that sometimes the tagging is very consistent across the stamps, sometimes it is more faint, and sometimes it doesn't cover the whole stamp. Does having a more consistent vs unique tagged layer affect the condition of the stamp in question?
Depends if you are specializing in the tagging application. Since tagging can't generally be seen by the naked eye, it does not have much effect with the slight variances you mention. Now some untagged stamps carry a huge premium, but that is not common.
This may not be what you had in mind when asking the question, but some Canadian stamps issued around 1970 had a type of tagging that migrated to album pages and other stamps, adversely affecting their condition. Stamps, either mint or used, with that tagging need to be kept in mounts.
The paper references a US dealer, Al "Tag" Boerger who made his career on, researching, finding, making covers and selling all things US tagged. No one has filled his shoes since his passing in 2001.
