Question About Gum On US Special Printing Scott 769 And 770

I was looking at the US Scott Specialized Catalog today and noticed there was a listing for these two stamps as OGNH (original gum, no hinge). I thought these stamps were NGAI (no gum as issued). I am sure there is an explanation and someone in this community will educate me as to what it is.

The BEP offered at the time to gum full sheets (but only full sheets) for free to anyone who sent them in. Some people did, so they exist with OG.
