I got this cover with the Washington 3c from the late 1850s, and would like to know what type it is.

So my assumption is either Type IV or Type III.

I cant tell precisely because of the perforations in the corner taking out the line, so I cant tell whether its broken or not?

Am I correct so far?

Correct so far, and 99% it's a #26, Type III.
