Help Identify Whether This R174 Is An Imporforate Error

Can anyone help identify whether this R174 is an imporforate error?

Do you think it's an error because of the paper color? The perfs are apparent all around, so it's plainly incorrect to call it imperforate.

your item is rouletted and not an imperforate error. the paper color is a result of either soaking overwet paper and/or poor wiping of the plate during the printing process.
