Type I - V are listed in the Scott catalog, but I cannot find a description of each. In an album this stamp was described as a #31. Is this accurate?

Clue - This is not #31, 34, or 35.

My Scott specialized has pictures of the various types. Scott calls this design A12, and pictures are found between Scott #12 & #13 and between Scott #34 & #35 in the 2022 catalog. Brookman's "The United States Postage Stamps of the 19th Century" has several pictures as well.

This design does not seem complete at the top. Perhaps it is just the scan, but to me it looks more like a type III.

The "complete" lines of a Type II are not exactly very complete and the strength of those details can vary from position to position. I am not near my references to give you actual odds but the presence of the B-relief dot is a strong indicator of the stamp being a Type II without even looking at the stamp.

I agree with Winston. In addition to the guide dot, the single complete line in the bottom right shell is a feature of Type II.
