The top label on this R82c. Double Transfer? Foreign Entry? Bad Ink Wiping?
Anybody care to speculate?

Looks like a double transfer, although it is difficult to be sure from a scan.

without seeing it live I am leaning toward rust on the plate or an improper erasure at first glance.
