What a great license! A number of states did similar things for a range of occupations. For example I have two licenses for a public billiards table in Baltimore, each of which have an RM370 embossed on them. But those licenses cost $300 a year!
The first place to look is the legal reference in the first few lines on the document. And there should be similar laws detailing the use of duty stamps
That is a beauty! It's interesting that they continued to use Kingdom of Hawaii revenues even after Hawaii had become a U.S. territory. I would assume they had a large stockpile remaining and just decided to use it up. I wonder if that was technically illegal.
