My first thought would be that you are talking about stamps issued post 1940 or 1950 (I do not know where Michel draws the line). From around that time, unmounted mint stamps become widely available. Most catalogues then only list prices for unmounted mint stamps.
You should carefully read the introduction to the catalogue. Normally, there will be a section on prices and the policy on listing both unmounted mint and unused hinged prices. Although, rarely, you will find the discount for hinged when only unmounted is listed.
The discount depends on the market. There will be no universal percentage. But the discount can be quite large.
