I realized that my first post was terrible, so here goes again. In 1998 a rate change for post cards was provided and stamps printed ,,,the "Yellow hat" H stp. It was never issued but a few escaped. I can find it for sale in one place...Mystic. does anyone know of another listing. I'd like to compare costs.

Funny that you brought that stamp up - I just found a used copy on paper in 1 pound of kiloware I bought at a stamp show here in Albany. Best $13 I ever spent! I will post a picture this week.

Here is a photo of the stamp I found. Notice the top perforations are scissor trimmed, which fits with the stories I have heard about the issues that have been used.

I seem to recall a magenta cancel is also typical for these. Great find.

I suggest you improve your title from:

Rate Change Post Card

to

Rate Change Post Card Unissued H stamp. (Or something similar)

The last auction I observed that sold two Yellow hat post card Rate Change H stamps was at StampAuction Network on Jan. 23, 2025. An exceptional well centered , with a light purple cancel sold for $5,000. The second one sold for $4,000 and came with a 2003 PF certficate. I bought mine in spring of 2024 doe $1500 , a copy which came off of the Greencastle, Indiana sheet that mistakenly was sold and later found by a collector and the sheet was then cut by scissors across the perforations. I have not seen any for sale since January 2025 but I might have missed an auction. So, reportedly only 220 have been found since 1998...a modern day rarity that is hard to come by. Thankful I bought mine when I did!
