It might as well have been that someone stuck the cover on a pin.
These holes were to prevent the use of the stamp(s) again. It was mostly done in the higher value stamps. I believe that for a period of time high value stamps that were send abroad had to be punched. Often found on parcel cards(not the correct english term I believe, but I cannot remember properly)
