It's a partial set of the 1928 semi-postal issue. There are 32 stamps in the full issue, you have the lowest six values for both the Santiago and Toledo versions. They were in use from December 23, 1928 to January 6, 1929 in replace of the normal postage stamps. The money raised from these was given to a fund to restore the catacombs of Saint Damasus and Saint Praetextatus in Rome. They make for a pretty set and were quite popular with collectors, though not quite as much as the Goya nudes of 1930. :)
