ID Assistance On Possible Stationary Items

I have these 2 items I have been trying to ID and date without much luck. The first is obviously from Wurttemberg and the second I believe is from France. If anyone knows anything about these any info would be helpful.

The second one is a cut-square from Belgium. Just Google "Belgian postal stationery" and you might find it. By the way, it is a revenue cut square

The first one is a cut-out from some postal document (but not from a stationery envelope)
