The only one I have used is the Signoscope T1 and it is extremely effective. Not 100%, but at least 95%. I think for stamps before the 1960s it should work close to 100% of the time unless the paper is extremely thick.

I used clarity watermark fluid in a black tray. It has always worked great for Irish stamps.
