It, almost, is impossible to identify the exact colour of a stamp from a scanned or photographed image posted on a website. The perceived colour depends on many factors. To top it off, Scott colour definitions may differ from those of Maury and Yvert that are the standard for these French issues, and may create more confusion.
If you are hoping for someone to identify that stamp as the Prussian blue stamp, you might want to provide a clear scan of only that stamp.
I'm afraid that these are stamps commonly found in old albums, and worth pennies. You should be enthusiastically pessimistic about your 1c stamp - it's not the Prussian blue.
Generally speaking, it would be extremely unusual to find a rare stamp on an approval book page along with a large group of "penny" value stamps. On a different note, there is a lot of soiling on this page.
