Interesting. Looks like a Russian Scott number 6, matching the colors and denomination. Overprint is especially clear on the reverse, "Alaska" and "1867". The cancel says "1882", but I can't make out any of the other printing in the circle. Checked my Scott US Specialized and found nothing. Certainly a curious item. I hope you get a response from a knowledgeable collector.
