These appear to be some sort of food stamps but I don't know when they were issued or in what area of Germany. I would guess they maybe post 1945.

These came in a large grouping of revenues I obtained and I am not familiar with these at all.

I feel like I have seen these before, but google didn't find much. I can't give you a specific ID, but did find an ebay listing and a forum type post. A deeper dig might turn up more.
