Can anyone tell me if this type of misregistration (?) is common in this series. In the 40pf shown, the last "T" of Saargebiet is noticeably to the right of the normal position, very slightly tilted, and missing part of the top bar. If the overprint was applied using moveable type, I would guess that the slug for that letter was simply poorly aligned but then there is also a chance that it is a constant error if the entire sheet is overprinted at the same time.

Is your question about the slightly low placement of the overprint or the big gap between the 'E' and the 'T'?

Sorry if that was not clear. The question refers to the big gap.

I am assuming the placement of the entire overprint, up or down, right or left, is all just the result of minor changes as the sheet is fed into the press.

Yes, this is a recognized variety. There are several varieties involving gaps between letters in the overprint.
