Why Is The Perforation Of This Scott #: 586,1925 Stamp Different?

Could someone please help with information about the perforation of this of Scott #: 586,1925 stamp.
When measured with perforation guide it shows 9¾ at all sides,but as far I know the correct perforations for this issue is 10.
Shouldn't these stamps show only perforation 10 ? Could this difference in the perforation be result of some type of defect ?
Any assistance would be much appreciated.

The Scott catalogue will round perforations whenever doing so does not cause confusion with other face-identical issues.
Added: In a similar fashion, if you check your perf 11 version of this issue, you will find the true perf gauge closer to 10.75.
And the 11x10.5 version is actually about 11.25x10.5.

Thank you ,for giving this information, it is useful to know how to measure accurately the perforation of these stamps .
