I am confused about what catalog number the precancel is.

What references are you using?
What have you narrowed it down to?

I am using the PSS Town & Type Catalog of the US, 8th Ed, (2019) Paper Version.

I believe it is 225 or 841 but I am not sure.

Yes. Thanks.
There are 4 types to consider:
225 - font does not match
703 - matches this one
804 - top and bottom lines too close together
841 - ditto
