It would not be called an "error", but it may be a plate variety. Most likely it is just some stray ink splatter, unless you can find multiple copies of the same stamp with the same artifact in the design, then it could be something else.

An "error" would be something major, a missing color, a double impression, an inverted overprint, missing perforations, etc. An unexpected ink mark would usually be classified as a freak or an oddity, or it could be a variety.
Good catch. Certainly collectible to a specialist of the issue, but normally would not have much of a premium in value over the same regular stamp.
