I do not collect Poland or have any particular knowledge of their stamps, but it is highly likely to be a color changeling. Consider that yellow + blue = green, and that the red end of the ROYGBIV spectrum we learned about in grade school tends to light-fade first. Thus it is fairly common to find green stamps which have "become blue" over time or been helped chemically.
This does not have to be a colour change. It is more likely to be issues for the Polish voting areas in Silesia. You will probably find these issues in a special Polish catalogue or in a special German catalogue, as this is an area that was transferred from the German Reich to Poland by voting.
