Using translate app I have determined this is a postal tax stamp or charity stamp for flood victims. I have not been able to find any information as to when it was issued, etc.. Any help will be greatly appreciated,

Sometimes these are listed in www.stampworld.com . W hen you go there, open the hidden index on the right hand side and go from there
