Austria Newspaper Stamp - 1901 With Red Bar And Partial 2nd Stamp Attached

Yes, this is a very common (and damaged) stamp, I'm just curious about a few details. I think it's 1901, the dark diagonal lines caused by soaking varnish bars. Otherwise, I know very little about these stamps..

I've noticed they sometimes have a colored bar attached at the top. What was the purpose?

Also curious about the 2nd stamp. The top red strip and the 2nd stamp are both firmly attached. Perhaps at the same time, prior to being attached to the newspaper(s)?
